Info on new theater in Powder Springs

The usual 3-2 split occurred when the city council voted on naming the facility after the current mayor.  This seemingly was a done deal, well before the meeting when it was on the agenda to discuss and vote.  Is this a common way to name a facility, after a sitting elected official?  Also, will the price to rent it be so high as to be out of reach for small performance groups ,as is the Ford Center, which is embarrassingly out-dated in décor, and out of reach of many citizens and groups for functions?
